MLTC was created by nine First Nations located in north-west Saskatchewan who have constitutionally recognized aboriginal rights and Treaty Rights under Treaties #6, #8 and #10. The primary purpose of MLTC is to serve those First Nations in their aspirations for cultural, economic and political autonomy. As a private sector employer engaged primarily in promoting and serving the interests of the member First Nations, MLTC asserts its right to provide preferential treatment to First Nations people, giving them priority in decisions on employment matters such as hiring, and this can extend to measures such as opening competitions only to First Nations people.

MLTC is seeking a competent, confident, motivated Budget Officer. This position provides support and assistance to Program Managers in budget preparation, budget management, expenditure forecasting, variance analysis and financial reporting; has a thorough understanding of funding agreements, funding formulas, and cost drivers; supports Programs’ effective financial administration of First Nation flow-through funds by monitoring Service Agreements and reporting of funds within FN audits, and by providing regular cash flow information to the FNs.
Position Duties:
· Assisting Program Managers with budget management
· Ensuring timely financial reporting to Program Managers and providing them with financial status updates.
· Preparing the necessary financial reports required by funding agencies
· Ensuring funding Agreement financial terms and conditions are being met
· Assisting the FNs’ management to understand the budget details of the Service Agreements
· Providing general financial analysis and support as required
Qualifications:
Minimum:
· Certificate or diploma or relevant post-secondary education in Business Admin, or Accounting
· Combination of relevant training and work experience may be considered.
Preferred:
· Relevant post-secondary education, (preference for Commerce or Administration Degree with Accounting major or professional designation)
· Knowledge and experience in a computerized accounting system, preferably in a First Nation, non-profit government organization (preferably Sage ERP)
Other:
· Attention to detail, numerical accuracy, and strong organizational skills are required.
· Budgeting, accounting, understanding funding agreements and formulas, financial reporting, doing presentations, providing financial support to non-financial managers
· Knowledge of First Nations’ funding as transferred under federal and provincial funding agreements considered an asset.
· Knowledge of First Nations culture and values. Ability to speak Cree/Dene is a definite asset.
· Proficiency in Microsoft Office (especially Excel, but also Word, Power point and Outlook).
· Valid drivers’ license and able and willing to travel.
