The Manager of Talent Acquisition must be a customer service-oriented individual with excellent communication skills, experience in strategic planning, self-aware, willingness to learn and understand the business of DEQ, as well as actively cultivate effective agency-wide partnerships.

What you will be doing:

The Talent Acquisition Manager position is a part of the HR Management Team and reports to the HR Director. This position will lead a human resource team responsible for the coordination and management of the agency’s talent acquisition and management programs.

Duties include but are not limited to leading efforts to identify, design, develop, and facilitate implementation and/or enhancement of talent acquisition strategies to include: diversity recruitment initiatives, internships, apprenticeships, V3 initiatives, and college and university relations. The position will also oversee the coordination of all agency Employee Recognition Programs and associated activities such as the annual Service Awards, Virginia Public Service Week activities, Recognition Awards Ceremony, and coordination of Service Certificates.

The Talent Acquisition Manager will directly participate in recruiting talent for difficult and hard-to-fill positions and will help guide the recruitment process for all agency hires, additionally, the position will oversee the DEQ Guide Program. The position will lead agency-wide efforts to improve the effectiveness of recruitment by working with hiring managers to create competency-based job descriptions and develop effective, attractive, and compliant job postings and screening criteria. This position plays a key role in developing and coordinating marketing materials for job fairs, recruitment opportunities, and social media communications and operationalizes DEQ's social media and job fair presence for recruitment.

This position will supervise a human resource team responsible for the coordination and management of the agency’s talent acquisition and management programs. Provides consultation to management, employees, and, applicants. Assists the HR Management team with the development, review, and implementation of HR policies to ensure continued applicability and consistency with state and federal policies and laws, provides training, and performs technical analytical activities in all human resources recruitment and selection activities. The position serves as the primary PageUp Administrator; provides training, updates, and troubleshooting assistance.

The Talent Acquisition Management role will be required to make occasional day and overnight travel to regional offices, training facilities, and statewide conference(s).

Minimum Qualifications

At a minimum, the selected candidate must have progressively responsible experience in the full range of HR functions and experience with leading a project/team.

The successful candidate will possess the following key competencies:

  • Demonstrated ability to analyze data and reach conclusions that are logical and legally supportable
  • Demonstrated ability to counsel and advise managers and employees in the resolution of human resources issues, principles, and practices
  • Demonstrated ability to design, analyze, and implement policies, procedures, and programs
  • Demonstrated ability to use database software and manual records to compile, manage, and report human resource management and development data
  • Demonstrated ability to interpret and apply federal and state regulations and DHRM policies/procedures
  • Demonstrated ability to design and deliver presentations and training to management and employees
  • Organizational skills and demonstrated customer service or experience with customer service programs
  • Skill in the use of PC software/hardware and database operations

Preferred Qualifications:

  • Experience working in human resources for the Commonwealth of Virginia
  • HR certification to include SHRM-CP or SCP; IPMA-HR, PHR or SPHR
  • College degree with major course work in human resources, public or business administration; training in human resource principles practices, and procedures either through college course work, seminars, or on-the-job training
  • Experience with Cardinal, PageUp and Oracle
  • Experience which would demonstrate the above-mentioned knowledge, skills, and abilities
