Having recently developed a new content authoring system creating a baseline for mastered data and future processing platform, Citeline now has a program of data centric work that needs to be undertaken.
The Data Program will drive projects such as mastering, centralization and standardization of data; making data readily available to product teams and enabling insights to be extracted; ingesting data into new and existing products; establishing repeatable and scalable processes for mastering new data and optimizing data services. Ultimately helping to unlock the value of data in the present and lead Citeline towards the data-driven future.
Citeline are seeking a Data Program Manager with substantial experience, to manage and drive this data program. This newly created role will report to the Head of PMO and will work closely with the Content, Product and Technology teams to create a program of activity to accelerate data management. Responsible for driving cross team activities, working with the data/ontology, technology, delivery, and content teams, to deliver this roadmap by coordinating multiple workstreams of internal and external resource.
Principal duties and responsibilities
- Establish, drive and report on progress to the Data Program and defined roadmap; including managing, tracking and escalating on cross program risks and issues. Champion and embed data-driven ways of working across the technology, product, content teams.
- Establish resourcing needs required for executing the data program liaising with HR and hiring managers to ensure the right resource allocation.
- Create and manage plans for all workstreams (internal and external), capturing key milestones, deliverables, dependencies and changing scope.
- Identify data dependencies within the program and across the Citeline portfolio. Ensure that the data strategy deliveries align to the roadmap. Report on any potential impact to cost, time and scope within programme or the business.
- Understand the Data Program strategy and help ensure that projects undertaken align with this overall program strategy by enabling decision making and prioritization through engagement with appropriate stakeholders.
- Build good relationships with key stakeholders to ensure clear understanding of program requirements through transparent communication and effective change management. Key stakeholders including the lead Data Architect and the Content Product Manager, CTO, CPO and business leaders.
- Work with internal and offshore development and content teams, using the appropriate (Scrum, Kanban, Waterfall) methodologies, to deliver key program milestones on time and within budget. Work with the Head of Delivery, vendor Delivery Managers and developers to ensure key development dependencies are in plan and tracked.
- Engage with the Content Product Manager to understand the scope of data related projects; capture the expected outcomes and estimated financial benefits of proposed improvement opportunities in line with business and marketing strategies.
- Provide hands-on program management through all stages of life cycle as defined by internal processes from discovery and validation to hand over and beyond. Identify key program phase changes where decision points are required.
- Organize and compile program estimates as relevant from various business functions. Create corresponding cost models that can be used to track and monitor actual program cost to date.
- Manage, advise, and contribute to appropriate program documentation and governance, including business cases and funding asks where relevant. Ensure that the program governance, standards, and best practices are followed in line with the Program Management Office.
- Promote knowledge sharing with lessons learnt and feedback loops to ensure continuous improvement and best practice.
- Ensure that senior stakeholders are aware of developments and progress and understand when appropriate to escalate concerns. Report in an effective way to executive level stakeholders.
- Significant experience of technical project or program management in Agile methodology
- Relevant qualification for the role, e.g., Agile, APM (PMQ), PRINCE2, PMBOK
- Strong user in Atlassian and Microsoft suite of applications - Jira, Confluence, Excel, PowerPoint, Project
- Familiarity with AWS cloud technologies. Proven experience of managing complex data centric programs or multiple projects including data ingestion and integration.
- Strong understanding of data and leveraging it to deliver customer and business value. Data analysis skills and the ability to discuss requirements with data teams
- Ability to effectively communicate technical information and updates to non-technical teams. Confident in reporting to senior management level.
- Experience working in a matrix-based organization, building relationships and trust across teams and functions. Confident to ask relevant and probing questions of key stakeholders
- Ability to form, lead, coach and develop a cross-functional team and work with a range of stakeholders, proactively leading from the front and making things happen
- Ability to switch between diving into details and creating the big picture such that you cover the depth and breadth of the program.

The expected base salary for this position ranges from $120,000 to $170,000. It is not typical for offers to be made at or near the top of the range. Salary offers are based on a wide range of factors including relevant skills, training, experience, education, and, where applicable, licensure or certifications obtained. Market and organizational factors are also considered. In addition to base salary and a competitive benefits package, successful candidates are eligible to receive a discretionary bonus.
