POSITION: Director - Specific Claims/Lands and Resources

CLASSIFICATION:

Management

The Federation of Sovereign Indigenous Nations (FSIN) is seeking a highly motivated individual to provide managerial support and administer day to day operations of the Specific Claims/ Lands and Resources Secretariat. The primary responsibility of the position is to provide technical support by designing structures, systems or processes that promote and aid the formulation, coordination, integration and implementation of program or specific project policy. Recommend how and when to best translate these policies into laws, regulations, strategies, programs, or services. It is the bridge between the legislative/executive arms of the organization and external agencies and internal departmental staff. It ensures efficient and effective use of department human and financial resources, and to ensure the department provides quality services to the organization. Coordinate relationships/negotiations between the Government, FSIN, Private Agencies, Tribal Councils, and individuals. They will be responsible for the preparation and monitoring of budget proposals, yearly expenditure plans, strategic plans, reports to funding agencies, etc. Overall supervisory responsibility for staff, consultants, and contractors.

DUTIES AND RESPONSIBILITIES:

Planning/Policy Development

  • Designing structures, systems, and processes for identifying problems and opportunities, specifying objectives, defining activities, and evaluating the results.
  • Policy review and development, and leadership responsibility for research on area issues.
  • Conducts inquiries and formulating options of First Nation public policy for the consideration of and selection by Commissions and/or Executive.
  • Assists in negotiations surrounding new agreements or amendments to existing funding arrangements.
  • Directing and coordinating the drafting of legislation (laws or regulations or guidelines) and the design or programs, proposal and projects, along with the formulation of strategies. This is done in a hands-on fashion with assistance from analysts on technical matters.
  • Evaluates results with the commission and/or Tribal Councils.

Reporting/Communication/Advocacy

  • Advocate the vision, mission, and values of the department locally, regionally, provincially and nationally.
  • Review and approval of written material/reports.
  • Represents department, establishing and maintaining ongoing relations with all levels of First Nations/Non-First Nations levels of governments/agencies.
  • Assist in preparing briefing notes, drafting motions/resolutions, commission updates and annual updates.
  • Prepares and presents reporting to funding agencies pursuant to contribution agreements.
  • Undertake follow up of work assigned by Executive Director of Lands and Resources.

Financial Management

  • Determine and obtain financial resource requirements, identifying potential funding sources to support the work of the organization.
  • Formulating proposals, lobbying for approvals.
  • Developing funding frameworks that align the vision, values, mission, and mandate of the department.
  • Review and report financial statements, budgets, proposals, contracts, and agreements of the department to the board, budget bureau, executive director and treasury board when advised.
  • Complete annual applications and follow ups, evaluate, and assess annual revenue and expenses of the department.
  • When funding secured, performing primary management functions over these resources, i.e., planning, organizing, integrating, evaluating.
  • Monitoring department for compliance to budgets and policies.
  • Approval of expenditures within authority guidelines.
  • Prepare reports to funding agencies.
  • Ensure adherence to financial policies and procedures.

Education

  • Bachelor’s degree or equivalency.

Experience

  • Seven (7) years’ experience in a related field.
  • A combination of education and experience will be considered.
  • Computer skills – Microsoft Word, Excel, PowerPoint, Outlook.
  • Knowledge and understanding of First Nations customs, culture, and history.

REPORTING

  • This position reports to the Executive Director of Lands and Resources.

Salary is based on an established grid and commensurate with qualifications and experience.
