Human Resources Classification Specialist

NOTE: Although remote, this person must live in the area of DC.
Position Classification The contractor will:
- Classify position descriptions (PDs) and associated evaluation statements in accordance with Government-wide Classification Standards, Rules, Regulations, Policies and Procedures applicable to FEMA. Title V positions will be classified. Evaluation statements shall be prepared for all positions classified, however, comprehensive evaluations shall be prepared for desk audits and positions with precedent-setting classification decisions that may become the accepted guideline and standard for specialists within the Office of the Chief Human Capital Office (OCHCO). Contractor will have access to FedHR that will allow them to have access to PII that includes employee Name, Title, Series, Grade, PD for employee.
- Conduct desk audits in accordance with the Office of Personnel Management’s (OPM) Factor Evaluation System (FES), DHS, and FEMA policies, directives, and procedures. The contractor will prepare comprehensive evaluation statements to accompany decisions, and if appropriate, provide revised position descriptions resulting from audits. Prepare advisory evaluation statements for positions with precedent-setting classification decisions.
- Recertify and perform pen and ink changes to PDs. Submit modified draft and new PDs electronically to customers for comment and approval.
- Participate in classification projects, to include, but not limited to PD clean up (recertification of encumbered PDs), Fair Labor Standards Act (FLSA) reviews, cybersecurity coding (ensuring PD coversheets reflect 3-digit cybersecurity codes), the Incident Management project to convert disaster positions to a new classification system (work with assigned Cadre Managers and Coordinators to gather sufficient information to construct position descriptions, advise on sound organization structures and classify the positions in accordance with the new classification system).
- Recommend changes in job classifications and requirements resulting from changes in laws, regulations and policies.
- Update and maintain a PD Library, which will be the property of FEMA
