The Income Review / Associate Clerk must exercise tact and diplomacy when dealing with CHC customers and represent CHC in a positive manner.
Reporting to the District Manager, or designate, the Income Review / Associate Clerk is responsible for a wide variety of duties including requesting and processing documents to complete tenant Income Reviews with accuracy and timeliness and being the primary back-up to the Property Clerk and Housing Services Representative, responding to customer inquiries, by phone and in person at the site office, as well as administrative and clerical duties.
The Income Review / Property Clerk presents a positive and professional image of the organization to all visitors, suppliers, residents, and other contacts. Strong interpersonal and communication skills are required with the ability to work independently or within a team. This position is located at our office in Essex, Ontario.
Responsibilities:
Income Review

  • Compile, send out, and track the receipt of Income Review packages for the designated portfolios, for both annual and interim reviews.
  • Track completed and incomplete income review packages, ensure all required information/documentation is received, and issue correspondences as required. Conduct follow-up procedures with banking institutions, employers and tenants where required.
  • Calculate the rent geared to income (RGI), misrepresentation of income charges and/or retro rent charges in accordance with the Housing Services Act and other regulations, and CHC procedures.
  • Complete verification of the household’s ongoing eligibility for rent geared to income at the annual/interim income review; consult with District Manager regarding issues/concerns.
  • Input data into the Yardi RGI program, complete the “in system” rent calculation, and upon approval from the District Manager, apply/set up charges on the tenant ledger.
  • Make adjustment to the tenant ledger as an outcome of an Internal Review decision.
  • Answer enquiries regarding rental calculations.
  • Maintain market rent statistics for the district managers at assigned sites.
  • Review tenant data ledger for credits on accounts by checking related files and reports, examining for trends and following up to resolve as appropriate.
  • Other duties as assigned from time to time.

Associate Clerk

  • Enter and maintain resident data in Yardi.
  • Prepare correspondence, issue purchase orders/work orders for maintenance requests.
  • Accept payments as designated and enter batch information into Yardi.
  • Liaise with tenants, resolve minor tenant inquiries, prepare reports as requested, complete filing, and initiate follow-up procedures under the general direction of the District Manager.
  • Complete tenant move-out process, including closing out resident house file and updating Yardi status.
  • Covering assigned site office and/or providing backup coverage to alternate site offices, as assigned.
  • Backup for lease preparation and sign-ins, as required.
  • Backup for the Rent Supplement program, as required, including RS entries and updates.
  • Assist with Housing Benefit and other housing programs, as required, including assisting with Housing Benefit inquiries (phone and email), applicant screening and application verification processes, Annual Eligibility Reviews, and data tracking an analysis.
  • Other duties as assigned from time to time.

Requirements: *

  • High School Diploma or General Equivalency Diploma (GED)
  • Previous general office and customer service work experience, including handling confidential or sensitive information and knowledge of applicable data privacy laws is beneficial.
  • Proven ability to prioritize work effectively, exercise tact and diplomacy, and use discretion when dealing with confidential information.
  • A customer service focused individual with strong knowledge and experience in general office procedures.
  • Customer service and customer relations experience; with proven tact and patience in dealing with diverse clientele and visitors.
  • Excellent verbal and written communication skills to interact with tenants, agencies and co-workers
  • General mathematical skills for understanding rent calculations, ledgers etc.
  • Knowledge of Microsoft Office products with emphasis on Word, Excel; experience in Yardi systems considered an asset.
  • Great keyboarding skills with the ability to compile reports and work with spreadsheets.
  • Having skills to multitask, meet deadlines, and prioritize tasks with minimal supervision.
  • Knowledge of various income sources, community agencies and have the ability to review and apply legislation.
  • Proven ability to communicate effectively by phone, in person, and in writing to assist customers and resolve inquiries.
  • Familiarity with Corporate Policies, primarily within tenant administration and an awareness of Housing Services Act, Residential Tenancy Act, Old Age Security/GIS, CPP, OSAP and Ontario Works, would be an asset.
  • Possession of a valid Ontario Driver’s License class “G”, current valid insurance, and the use of a personal vehicle for work purposes as travel between CHC offices is required.
