Position Summary & Responsibilities:

The Kansas Commission on Veterans Affairs Office is currently seeking candidates for the position of Public Service Administrator - Mobile Office Program Supervisor. The employee in this position will provide direction to Veteran Service Staff under their supervision and is responsible for ensuring staff inform and assist veterans and eligible dependents with benefits and entitlements under Title 38 of the U.S. Code regarding veteran's benefits in complaince with agency policies and directives. A successful candicate will work in coordination with the Deputy Director, work may include providing input for annual budget requirements, re-allocating supervised staff to ensure coverage for all mobile offices assisting or serving veterans, realignment of regions and territories, directing schedules and maintaining effective outreach opportunities of VSR's under their supervision. This position is based out of Topeka and requires regular and extensive statewide travel for both outreach and educational compliance visits.

Hours for this position are typically 8 – 5, M-F; will vary for purposes of training and weekend/holiday outreach visits. The ability to travel with overnight stays as required.

Job Responsibilities may include but are not limited to the following:

  • Deliver services through the mobile offices to Veterans and eligible family members in all 105 Kansas counties while performing outreach duties,
  • Inform and assist veterans and eligible dependents in applying for and receiving state Veteran benefits and any earned benefits in association with Title 38 of the U.S. Code,
  • Manage scheduling and support for all KCVAO mobile offices, provide supervision and leadership for mobile office Veteran Services Representatives,
  • Working with the agency outreach coordinator, develop and maintain effective relationships with veteran service organizations, civic organizations, and other businesses to build partnerships in delivering superior advocacy to Veterans,
  • Collect and utilize data to design and implement business processes to better assist Veterans while efficiently using state resources, and
  • Serve on the KCVAO Veteran Services management team.

Key Requirements:

You must:

  • successfully pass a fingerprint criminal history background check through the Veterans Administration for access to the applicable federal database,
  • successfully pass a fingerprint criminal history background check with the KBI and FBI as outlined by state statute, and
  • (Final candidate) submit to drug test with successful outcome.


Qualifications:

Education

  • High School Diploma or equivalent and six months advising and assisting computer users in a distributed computing environment (education may be substituted for experience as determined relevant by the agency)

Licensing & Certification

  • A valid current Class C Kansas Driver’s license at time of hire and throughout employment.
  • Applicants with CCENT or Microsoft Server, MCP certification preferred

Minimum & Preferred Qualifications

Minimum Requirements:

  • Be an honorably discharged veteran or retired from the United States Armed Forces (as required by K.S.A. 73-1210a),
  • Experience writing and reviewing technical documents such as regulations, standards, program and action plans and reports,
  • Ability to use Microsoft Office 365 (Excel, Word, Outlook) efficiently and effectively,
  • Communicate effectively, both orally and in writing to include building and presenting outreach briefings, and
  • Have and maintain a valid driver’s license.


Preferred Requirements:

  • Two years of experience interviewing, compiling information, documenting decisions, interpreting guidelines and/or providing technical assistance relevant to the agency's programs. Post-secondary education may be substituted for experience as determined relevant by the agency,
  • Ability to maintain effective relationships with staff, community agencies, applicants/clients, co-workers, and subordinates,
  • Two years supervisory experience; knowledge of the principles and practices of supervision and management through verified training/education may be substituted for experience as determined relevant by the agency; strong leadership and motivational skills are critical.

Performance Standards:

To be successful, the candidate will:

  • Be expected to routinely perform the position tasks with limited supervision,
  • Achieve and maintain accreditations by veteran service organizations participating in the Veterans Claims Assistance Program, Service Organization Grant, and the Kansas Commission on Veterans Affairs Office as a Veterans Service Officer, and
  • Successfully complete the VA Training, Responsibility, Involvement, and Preparation of Claims (TRIP) course and other designated training courses.

Post-Offer, Pre-employment Requirements

  • As authorized by the 2018 Kansas Legislature, effective July 1, 2018, K.S.A. 75-4362 is amended to designate all positions with the Kansas Commission on Veterans’ Affairs office, to include both the Kansas Soldiers’ Home and Kansas Veterans’ Home as Safety Sensitive positions and subject to the drug testing program. All applicants with a conditional offer of employment on or after July 1, 2018, shall be required to submit to a drug screening test.
  • Must successfully pass background check as required by K.S.A. 39-970.
