The Arizona Attorney General’s Office Civil Litigation Division/Division of Civil Rights Section is seeking a Section Chief Counsel to directly supervise and evaluate staff and attorneys in the Section.

Remote Options: This position may be eligible for Remote Work two days a week.

Job Duties:

This position will perform traditional legal work including carrying case load; litigating complaints alleging violations of the Arizona Civil Rights Act, conducting surveys and inquiries into allegations of broad-based discrimination, conducting education and outreach, and facilitating, conciliating, and/or mediating cases. Employee will also assist in developing training curriculum, conducting legal research and analysis, preparing motions, briefs and other pleadings, conducting discovery, handling oral arguments and trials, and arguing and briefing cases on appeal. Employee also will provide legal assistance, guidance and expertise to other Division staff, as assigned, in connection with administrative filing and investigations of charges/complaints of discrimination under the Arizona Civil Rights Act, and will participate in intra-agency initiatives.
This position will manage personnel, including hiring recommendations, training, coaching, appraising performance and providing feedback on disciplinary actions. Participates in the Section and Division management team meetings. Assigns cases and investigations; mentors the staff; works with the attorneys on trial strategy and organization; tracks the progress and completion of projects assigned by the Unit Chief Counsel, Section Chief Counsel and/or Division Chief Counsel.


Knowledge, Skills & Abilities (KSAs):
  • Considerable knowledge of Federal and State civil rights/EEO law.
  • Knowledge of the legal system, state and federal court systems; state and federal court Rules of Civil Procedure and Evidence; pertinent statutes, regulations and court decisions.
  • Interviewing, facilitating, conciliating, mediating and information gathering techniques.
  • Considerable knowledge in litigating complaints alleging violations of the Arizona Civil Rights Act.
  • Knowledge in legal research, analysis and rulemaking, local rules of court; formats for the preparation of legal documents; legal writing; and the legal techniques and basic concepts of American Jurisprudence.
  • Skills include legal and factual issue analysis, legal research, legal writing, oral presentation, and negotiation.
  • Other skills include advocacy, public speaking and media communications.
  • Trial skills, negotiating skills, investigative skills, the ability to work closely with law enforcement personnel as well as witnesses.
  • Ability to identify issues and prepare concise analysis of legal documents and records.
  • Prepare legal documents, memorandum, and correspondence efficiently and with a minimum of supervision.
  • The Section Chief Counsel must have the ability to supervise their employees, interns and volunteers; to effectively allocate and prioritize assignments; and to deal with personnel issues as they arise.
  • The Section Chief Counsel must possess those interpersonal skills necessary to effectively train new employees, to foster teamwork, cooperation and conflict resolution among section members.
  • Ability to identify issues and prepare analysis of legal documents and records.
  • Ability to prepare efficiently quality legal documents, memorandum and correspondence.
  • Ability to make oral arguments and conduct trials in state and federal courts.
  • Ability to interact with and obtain information from representatives of Civil Rights Division, parties and witnesses, opposing counsel and personnel from various other agencies and courts.
  • Ability to provide continuing education or training.

Selective Preference(s):

Management/supervisory experience preferred.

Pre-Employment Requirements:
  • Travel is required for this position. A valid Arizona Driver’s License is required, along with consent to have your driving record run periodically.
  • Admission to, and good standing with, the Arizona State Bar is required (include on resume the date(s) of admission in Arizona and any other states). Candidate must have an active Arizona State Bar license.
  • Attorney applicants are required to submit a writing sample with their resume/application profile.
The writing sample should contain an analysis of some substantive legal issue and provide insight concerning your ability to think and to explain and advocate for a particular position.
