Position Purpose

The Senior Project Coordinator manages, reviews, and coordinates the bond program and agenda items for the Department of Public Works. Coordinates and monitors the open records requests, IT Security, Summer Internship Program, and all other special projects for the Department of Public Works.

Public Works Department:
The Senior Project Coordinator will support the Assistant Director/ Program Administrator and be vital in coordinating special projects, Smart Cities Initiatives, and process improvement within the Department of Public Works.

Essential Functions

1 Recommends, develops, implements and/or oversees the design and construction of Smart City/Special Projects initiatives, solutions, and infrastructure to technologically modernize Dallas. Represent PBW as a liaison and/or oversees coordination with other departments involved in Smart City initiatives
2 Maintains and keeps a complete and continuously updated inventory of capital needs and cost estimates to facilitate planning and ensure prompt response to inquiries; coordinates the development of proposed capital improvement programs to achieve a City Council-approved programs to submit for voter approval.
3 Provides research on previous agenda items as required; prepares internal reports, analyzes goals vs. objectives, and identifies areas where duplication of effort is evident and provides suggested solutions to streamline the agenda process.
4 Delivers well-tested and well-documented outcomes to ensure timely completion of project by application of continuous quality methodologies and sound project management techniques.
5 Coordinates and facilitates special projects as assigned by the Director and Assistant Director of Public Works.
6 Manages the Departmental projects supporting the renovation of various facilities supporting the public works and the parks and recreation department.
7 Manages the contractor and City staff in cross-functional roles to ensure the project produces required outcomes using mathematical modeling, estimating, planning summary worksheets, milestone charts, and performance evaluation.
8 Communicates with other Project Coordinators within the City of Dallas (EBS), contractors, and Directors of various Departments to discuss information required and items needed to update and upgrade facilities; coordinates construction and rehabilitation projects, certifying that the work has been completed as presented in the proposals .
9 Schedules and facilitates meetings with City departments, contractors, etc.; provides technical guidance in the Department of Public Works as it pertains to Agenda, open records, the Advantage Management System; prepares and contributes to the development review or revision of ordinances as they relate to the Department of Public Works.
10 Identifies needed areas of change in policies and procedures and makes recommendations to improve said operations.
11 Performs any and all other work as needed or assigned.

Minimum Qualifications

EDUCATION:
  • Bachelor’s degree in a business, public administration, engineering, architecture, or construction management field.
EXPERIENCE:
  • Five (5) years of experience in any of the following:
  • Managing public sector projects
  • Managing construction-related activities
  • Preparing/monitoring/administering/negotiating contracts for:
  • public sector projects
  • engineering projects
  • building construction projects OR
  • other construction-related projects
AND
  • Two (2) years of experience with supervisory/project management responsibilities. (This experience may be included in the required experience listed above.)
EQUIVALENCIES:
  • High school diploma or GED plus nine (9) years of the required experience including two (2) year supervisory/project management responsibilities will meet the education and experience requirements.
  • An associate degree in any field plus seven (7) years of the required experience including two (2) years supervisory/project management responsibilities will meet the education and experience requirements.
  • A bachelor’s degree or higher in a non-specified field plus seven (7) years of the required experience including two (2) years supervisory/project management responsibilities will meet the education and experience requirements.
  • A master’s degree or higher in a specified field plus three (3) years of the required experience including two (2) years supervisory/project management responsibilities will meet the education and experience requirements.
CERTIFICATION:
  • Certified Construction Manager or Certified Project Manager is a plus
PREFERENCES:
  • Direct experience with utility companies such as Atmos, Oncor, AT&T, Telecom/Fiber Providers and others within the City of Dallas
  • Collaboration with other utility companies working together and achieving a common objective
  • Extensive coordination of utility infrastructure within the City of Dallas
  • Two (2) years of experience with supervisory/project management responsibilities.
  • Knowledge of project coordination, management, and facilitation.
  • Knowledge of street operation projects.
  • Thorough knowledge of contract administration.
  • Knowledge of the fundamental elements of project design and construction.
  • Knowledge of the fundamental elements of street operations and street surface treatments.
  • Experience implementing Smart Cities Initiatives (e.g., fiber optic infrastructure in the public right-of-way, Wireless Broadband Networks (WBN), EV Charging stations, small cell network nodes, Artificial Intelligence (AI), Traffic Cameras, Smart lighting, drones, etc.
  • Experience in fiber-optic installation in public right-of-way or experienced in managing fiber-optic installation work performed by contractors which requires a good understanding of the various types of cables, tools, and methods used in fiber-optic cabling, labeling of cables after installation, cable handling practices (splicing, terminating, locating, connecting, testing, boring, knowledge of traffic signal connections a plus), experience working with necessary equipment and practices used in contract work and testing after completion (visual fault locator, optical light source/power meter), experience in utility work safety and/or infrastructure expertise. Develop, finalize, implement and/or manage/monitor proposals and contracts.
  • MS Office or similar software skills
  • AutoCAD/AutoCAD light; Tririga, and Maximo skills
